style vs content…

I recently watched Exporting Raymond, a documentary about bringing Everybody Loves Raymond to Russian TV… During the movie, a local artist from Moscow said that for the Russian market form and style is more important than content, using Britney Spears as an example (going so far as saying that she is, style wise, civilization at its best, hahaha).
This got me thinking… is style more important than content? or the other way around?
In graphic design we strive to use form to deliver content, in essence, combining both. So you can argue that good design is good content delivered with good style. Which raises the question, can good design be achieved without content? Is something graphically appealing good design if it doesn’t convey a message? Is it even design?
What’s your thoughts?
One thing is for sure though, in order for content to be delivered good form and style is a must.
